If it's going to be villians, then it's got to be Zakharov (no idea if that's the right spelling) from Act of War : Direct Action.
He's possibly the most excellently cheesy villain ever. He's the most russian Russian ever. It's ace. And the hammy acting in the FMV sequences always cheers me up.

I'm a big fan of Walton Simons from Deus Ex, great villian who actually a great challenge to JC in game, with his plasma rifle argh that dang thing, and again even made more effective with the creepy voice he's got.
