Ok, seeing this obviously is a tough one, I'll throw in a couple of hints:
One of the actors is a well known musician, with a very unique, dirty, smoky, whiskey voice. He has also played in other movies, like one of the "Coffee and Cigatettes" movies. There is also another link between the C&C movies and the movie in question.

This movie includes a skinhead who always gets beat up, two lovers who were separated, a chemistry genius who's potential carrier was ruined because of a minor offense, and a drug that really isn't.

Apart from the chemistry genius it sounds a bit like robocop 2.
Maybe I just don't remember the chemistry genius.
Robocop 2 was terrible.

Whoever it was that made the drug!
