Check out Game Maker. It has a decent buffer between what it can do with it and actual programming knowledge required... enough that you could pick up programming know-how just from playing around and learning the program's scripting language.

There's also a lot of support in the forums, and Srehpog, one of the makers featured on this site, started with almost no programming experience and created one of the best (imho) freeware games out there using Game Maker (Ark 22), and is currently working on a very original platformer concept that involves hand-drawn art for graphics and an incredible, extremely robust physics engine. The demo looks freaking fantastic, and it's done with GM.

It's not the best out there, but it's free, and you can do a lot more with it than meets the eye.

Yeah, and it's pretty cheap. How much was it? 30$ or something. Something cheap anyway.

Edit: It's free but you can register it to get even more, and it's only "The current registration fee is US $ 20, 15 Euro, or GB Pounds 10."
