Because they're not done by actual people but by bots. In fact, spamming dead forums generally is better for them than active ones - the posts don't get removed, so link spam can help boost search rankings.
Split this from that topic, since it doesn't make any sense in there with the post deleted - please try to avoid responding to them in topics in the future, it causes threadnomancy and makes them harder to spot for moderators. The report button is the way to go

How about not allowing users with 5 post or less to post links, that could stop them at least partially.
Another way could be to introduce CAPTCHA but the users have to input what they see backwards, or do some sipmple mathematical operation like 2*2.
